1990 Census Data on Housing and Population

Introduction

In November 1997, CDC released new guidelines for childhood lead poisoning screening. Children under 6 years are at increased risk for lead-based paint hazard in houses built before 1950. Health professionals and the general public need an easy way to identify areas with older homes and young children. The 1990 Census STF3A and STF3B files have information on housing age and population demographics at the ZIP code and census tract levels.

The purpose of this application is to enable any user with a standard Internet Web browser to query, retrieve, and display data relevant to childhood lead poisoning screening.

We created a database from a subset of the 1990 U.S. Census STF3A and STF3B files on 9-track tapes and CD-ROMs. It has over 50 data fields on housing and population (e.g., age, race and ethnicity) at the state, county, ZIP code, and census tract levels. The database was created in Microsoft Access 97 and imported into Microsoft SQL Server 6.5.

The Web database query was written in Microsoft Active Server Pages (ASP) / VB Script and runs on Microsoft Internet Information Server (IIS) 4.0. The user can select query parameters through an HTML form, and results are returned as HTML tables.

The user can select any number of variables (data fields), specify ranges of values ("filter" the database records based on minimum and maximum values for each of the selected data field), and sort (ascending or descending) the records based on the values of one field.

The map component was developed using ESRI’s Map Objects 1.1 and Microsoft Visual Basic 6.0.  Maps are used to show geographic areas identified through the database query.  The following maps are available: counties identified within a state, census tracts identified within a county, census block groups identified within a county, and streets within a census tract or block group.  In this version, the maps are not interactive.

There are limitations in using 1990 Census STF3A and STF3B files.  For many geographic areas, the housing and population data for today may be quite different than that for 1990.  Now there are more ZIP codes than 1990 and there are changes in some ZIP code boundaries.
