CDC Unified Process Framework


The CDC Unified Process (UP) Framework is a unified, sequenced organization of the portfolio, program, and project management processes involved in maintaining strategic alignment between Agency goals and objectives, investments, and project objectives. It shows the project lifecycle in a broader organizational context, and has been discussed with CDC's Office of Strategy and Innovation (OSI) to promote alignment with the processes in the Goals Management Initiative.

Vertically, the Framework provides traceability from goals and objectives to the resources that are needed to support them. Horizontally, the Framework provides the sequence of stages, phases, processes, and activities involved in achieving the objectives and desired outcomes of projects.

The CDC UP Framework provides the following value:
  • Outlines the processes involved in managing a portfolio of programs and projects at any level in the CDC organization, using common terminology
  • Guides CDC projects in complying with federal mandates as well as PHIN and CDC policies
  • Helps CDC projects follow recommended project management practices
UP Framework

The Framework is made up of the following elements:

  • Three Components:
    • Goals & Objectives - The strategic direction of an organization/Agency
    • Portfolio - A collection of projects or programs and other work  grouped together to facilitate effective management of that work to meet strategic business objectives (Project Management Institute).
      • Portfolio Management: The centralized management of one or more portfolios, which includes identifying, prioritizing, authorizing, managing, and controlling projects, programs, and other related work, to achieve specific strategic business objectives (Project Management Institute)
    • Project and Operations- A planned endeavor to conceptualize, obtain funding for, create, and maintain a unique service or outcome that meets specified public health objectives. The project and operations component is comprised of stages: concept stage, project stage, operation stage, and retirement stage.
  • Four Project and Operations Stages::
    • Concept - The process of clarifying, refining, and justifying an idea's business value, public health impact, and need for funding.
    • Project - An endeavor to create a unique product, service or result (CDC).
      • Project Management: The application of knowledge, skills, tools and techniques to project activities to meet the project requirements (Project Management Institute)
    • Operation - An organizational function performing the ongoing execution of activities that provide a repetitive service (Project Management Institute).
    • Retirement - The process of identifying, selecting, and decommissioning a service or system that is no longer required by the organization, or transferring the service or system to another organization or entity (CDC)
  • Five Project Phases:
    • Initiation - The Initiating Phase of a project is made up of processes performed to define and authorize the scope of a new project or a project that may have been placed on hold.
    • Planning - The Planning Phase of a project is made up of processes performed to further define and mature the project scope, identify and schedule the activities that will occur during the project, and develop the plan for the project.
    • Executing - The Executing Phase of a project is made up of processes performed to carry out the activities and approaches included in the plan for the project that was created during the Planning Phase.
    • Monitoring & Controlling - The Monitoring/Controlling Phase of a project is made up of recurring processes and activities performed to measure and monitor the progress of project execution.
    • Closing - The Closing Phase of a project is made up of processes performed to verify that all project processes and activities have been completed as outlined in the plan for the project and the project's objectives have been achieved.
