Mutual Aid
The Pandemic and All-Hazards Preparedness Act, Public Law 109-417, is a
recent and important addition to the federal mutual aid structure. A consortium
of states may be considered an entity eligible for funding under the Act,
and section 201 requires "a description of the mechanism the entity will
implement to utilize the Emergency Management Assistance Compact or other
mutual aid agreements for medical and public health mutual aid." These and
other provisions in the Act concerning the use of mutual aid agreements
to accomplish federal, state, local, and tribal coordination and integration
of resources among those entities are strong evidence of Congressional encouragement
of mutual aid agreements
