The federal government has passed multiple pieces of legislation related to the distribution and dispensing of medical countermeasures during an emergency response in an effort to ensure that countermeasures are distributed and used legally, that dispensers and recipients have the correct information on countermeasure usage, and that liability protections are in place. However, the legislation has created many questions for state and local Strategic National Stockpile (SNS) planners. Many planners have asked how an emergency use authorization (EUA) will affect the dispensing of state caches of medications and whether or not the Public Readiness and Emergency Preparedness (PREP) Act will protect volunteers working in points of dispensing (PODs). This broadcast will explore some of the legal issues facing state and local SNS planners as they prepare for a mass antibiotic dispensing campaign. Experts from federal and state agencies will discuss current legal issues and how planners can use the laws in place to assist them in their dispensing plans. The broadcast will include a live question-and-answer session, and viewers are encouraged to participate.

Goal

To assist state and local public health planners in understanding the complexities of federal legislation relating to mass antibiotic dispensing.

Objective

Upon successful completion of the program, participants will be able to:
  • Define instances when an EUA could be issued
  • Discuss the main concerns addressed by CDC's pre-EUA submission
  • List three entities protected under the PREP Act
  • Describe the information included in a PREP Act declaration
  • Identify two ways the PREP Act will protect state and local planners from legal actions resulting from a mass antibiotic dispensing campaign.
  • Promote health improvement, wellness, and disease prevention in cooperation with patients, communities, at-risk populations, and other members of an inter-professional team of health care providers by assuring the availability of effective, quality health, and disease prevention services.

Target Audience

State, local, territory, and tribal public health officials, state and local SNS and Cities Readiness Initiative planners, emergency managers, and state and local public health law professionals.

The Centers for Disease Control and Prevention is a designated provider of continuing education contact hours (CECH) in health education by the National Commission for Health Education Credentialing, Inc. This program is a designated event for the CHES to receive 1.5 Category I contact hours in health education, CDC provider number GA0082.

IACET Continuing Education Units (CEU):
